Plain Language Summary

# VITAL Act of 2025 Summary The VITAL Act (Veterans' Infrastructure and Transformation Act of 2025) is a bill focused on modernizing how the Department of Veterans Affairs (VA) manages its buildings, facilities, and real estate. If passed, it would give the VA more flexibility in sharing healthcare resources and space with other organizations, streamline the process for leasing VA property, and allow the VA to exchange real estate with other parties. The bill would also launch a seven-year pilot program to test whether the VA can lease properties in exchange for non-monetary benefits (like services or improvements) rather than just cash payments. **Who It Affects:** This bill primarily impacts veterans and the VA system, as it aims to improve how veterans' healthcare facilities operate and are maintained.

It could also affect communities near VA facilities and organizations that partner with the VA. **Current Status:** The bill (S 2988) was introduced in the 119th Congress by Senator Jerry Moran (R-KS) and is currently in committee, meaning it hasn't yet been debated or voted on by the full Senate. The bill text appears incomplete in the available summary, so some provisions may not be fully detailed.
